Record Sealing and Second Chances:

Federal Clean Slate Act and Fresh Start Act

On Monday, September 12, 2022, a bipartisan group of lawmakers, impacted individuals, business leaders, and progressive and conservative advocates came together for a virtual event on legislation to expand automated record sealing at the federal and state levels. Clean Slate Laws have been enacted across the country starting with Pennsylvania in 2018 and Utah in 2019. These laws establish an automated process for sealing or expunging certain criminal history records for people who have turned their lives around and remained crime free. The Fresh Start Act would establish a federal grant program that states could access for implementing their record sealing processes and authorize $50 million for states for the next five fiscal years.
