Elkton, a low-security prison with dorm-style housing, is overcrowded and “a public health disaster,” said Holly Harris, executive director of the Justice Action Network, a national organization involved in prison reform.

“They are recklessly disregarding human life,” said Harris, who is former general counsel to the Republican Party of Kentucky. “The outrage is bipartisan in nature.”
